While it would be great to schedule every division's matches on weekends that don't conflict with another division's matches the simple fact is that it might not be possible.  Blue Water is not unlike Grayling in that there are other demands on the range for other activities.  Blue Water must "share" their 600 yard range too.  Also, Blue Water juggles in the ORPA matches and whatever might happen at Washtenaw.  Yes, it's in their best interest to hold matches on "open" weekends so as to attract as many participants as possible.  The dates for 2014 at BWSA should be posted soon.
